Graphene，found by Andreas Heim and Konstantin Novoselov, Nobel laureates and physicists at the University of Manchester in 2004, has drawn extensive attention with its qualified properties in the countries around the world, including China, the United States, European Union, Japan and South Korea. 

China first proposed to support the development of graphene in 2011, and established its national innovation strategy position in 2016. At the country level, the policy according to the actual situation positions the development stage of graphene industry through the research of graphene industry situation, and sets up industrial development goals in a planned and phased way. China encourages the active participation of all forces to the development of graphene industry; encourages through the formation of funds to solve the financing problems in process of industrial development; establishes the risk compensation mechanism to mobilize the enthusiasm of graphene downstream application enterprises. The policy also points out that industrial development and environmental protection should be paid equal attention to achieve the harmony between industry and environment. The national policy was proposed from a macro point of view, while the local policy focuses on the specific area, more specifically, both of which have their own emphasis and achieve the organic unity.

However, the policy only proposed the risk compensation mechanism of first graphene products demonstration, which needs to be improved. At the country level, we should increase the investment in basic research and development, and reinforce efforts to support industry development; and establish the major industrial achievement incentive to improve the research and development initiative of enterprises and accelerate the process of graphene industrialization application. At the local level, the policy should make full use of the endowment and reasonably guide the industrial layout; encourage the active participation of social capital and initiate the establishment of graphene industry development special fund; increase the financial support for local graphene industry development.
